do you need to be a good swimer to be able to scuba dive?

You need to be able to swim, but you don't have to be able to swim like a professional! It depends mostly on what qualification that you require. If it's only for a DSD (Discover Scuba Diving / Try-Dive), as long as you have a basic ability, you'll be fine. If you want a qualification, you'll need to be able to prove that you can swim, but again, technique isn't important.

What is involved in becoming certified in Scuba diving (cost-certification-equipment needed)?

    You do need to be a good swimmer, and it's better to be certified for scuba diving before going on a dive.

    im not a very good swimmer but i am a padi certified scuba diver you do have to pass some swimming tests(that i just barely passed)

    you need to be able to swim to pass the certification, slow is ok lack of fear is more important, take a class from a instructor that you interviewed and when you discussed you concerns with the instructor he made you feel like he would have patience to assist you in your learning, perhaps one that is over 40 years old and a small class so you feel less pressured by the others in class
