why there is a different between regulator valve of SCBA and the regulator valve of SCUBA?

the position of SCBA(Self Contained Breathing Apparatus)’s regulator valve at the bottom of the oxygen tank and for SCUBA(Self Contained Underwater Breathing Apparatus)’s regulator valve at the top of oxygen tank

my question is why?

The difference is the Scuba Regulator delivers high-pressure air from the the cylinder to the diver at a lower breathable pressure, on demand. This air must be delivered at ambient, or surrounding, water pressure.

What should I look for in buying BCD and regulator scuba package?
